This series consists of materials pertaining to Mike Manatos's position as a member of the White House Congressional Liaison team on which Manatos had primary responsibility for liaison with members of the Senate. The material covers a broad range of topics which were part of the legislative agenda of the Kennedy and Johnson administrations including appropriations, agriculture, civil rights, education, food stamps, foreign aid, housing, labor, poverty, transportation, and the Vietnam War. The series contains legislative records, correspondence, memoranda, reports, speeches, proposed legislation, voting records, bills, statistics, and press briefings on legislative topics. The series includes folders of correspondence with Senators including Mike Mansfield. Other members of the White House staff whose correspondence appears in the series include Bess Abell, Joseph Califano, William Gibbons, Robert Kintner, Barefoot Sanders, W. Marvin Watson, and Henry H. Wilson.

Bess Abell was born Elizabeth Hughes Clements on June 2, 1933 in Evansville, Indiana to parents Earle C. Clements and Sara Blue. She grew up in both Kentucky and Washington, D.C. while her father served as Congressman and, later, Governor of Kentucky. In 1954, Clements received a political science degree from the University of Kentucky. She married her husband, Tyler Abell, in 1955.
